Accessibility TSI (Regulation 1300/2014) - requirements for rolling stock and stations: controls, doors and passenger information.
The Regulation establishes the technical specification for interoperability (TSI) relating to accessibility of the Union rail system for persons with disabilities and persons with reduced mobility (Article 1) and applies to the “Infrastructure”, “Operation and traffic management”, “Telematics applications” and “Rolling stock” subsystems (Article 2).
For infrastructure it covers public station areas intended for passenger transport (point 2.1.1 of the Annex), and for rolling stock it covers vehicles within the scope of the LOC&PAS TSI (point 2.1.2). Rolling-stock requirements in Section 4.2.2 concern, among other things, wheelchair spaces with call-for-aid devices (4.2.2.2), exterior doors with audible and visual closing signals (4.2.2.3.2), visual and audible passenger information (4.2.2.7), and handrails (4.2.2.9).
The TSI does not cover vehicles outside the scope of the LOC&PAS TSI or elements unrelated to accessibility.
Component conformity with the PRM TSI has two meanings. Interoperability constituents are only the elements listed in point 5.3: for infrastructure, platform ramps (5.3.1.2) and platform lifts (5.3.1.3); for rolling stock, the door-control-device interface (5.3.2.1), toilet modules (5.3.2.2–5.3.2.4), baby-changing unit (5.3.2.5), call-for-aid-device interface (5.3.2.6), and boarding-aid devices (5.3.2.8–5.3.2.10).
For these, the manufacturer obtains a notified-body certificate and issues an EC declaration of conformity for the interoperability constituent, which the integrator uses in EC verification of the subsystem. Implementing Regulation (EU) 2023/1694 deleted items 5.3.1.1 and 5.3.2.7. A pushbutton, switch or display outside point 5.3 does not have its own EC declaration under the PRM TSI; its characteristics (operating force, contrast, tactile marking, mounting height) are assessed by the notified body as part of the “Rolling stock” or “Infrastructure” subsystem, and a component manufacturer's statement of PRM TSI compliance is then a declaration of characteristics enabling the integrator to meet points 4.2.2.x.
Conformity-assessment procedures for interoperability constituents and EC verification of subsystems are based on the modules in Commission Decision 2010/713/EU (Article 3(1) of the Regulation). Table 15 in point 6.1.2 assigns modules to constituents: for the door-control-device interface, baby-changing unit and call-for-aid device - CA, CB+CD or CH; for toilet modules - CA1 or CA2, CB+CC, CB+CD, CH or CH1; for platform ramps and lifts and boarding aids - CA1 or CA2, CB+CD, CB+CF, CH or CH1.
Modules CA1, CA2 and CH may be used only for products manufactured according to a design developed and already used before application of the TSI, where the manufacturer demonstrates to the notified body that design review and type examination were performed under comparable conditions.
The notified body issues a type-examination certificate or approves the quality-management system, and the manufacturer issues an EC declaration of conformity for the interoperability constituent. The subsystem undergoes EC verification by a notified body against the characteristics in Appendix E (Tables E.1 for infrastructure and E.2 for rolling stock), with the possibility of an intermediate statement of verification (ISV) at the design stage for repeatable solutions.
The European Union Agency for Railways (ERA) publishes the PRM TSI application guide.
Check whether the manufacturer's document is an EC declaration of conformity for an interoperability constituent, with the notified-body certificate number and point 5.3.x, or only a statement of compliance with selected 4.2.2.x requirements. In the latter case, record which parameters (operating force, contrast, tactile marking, indication, mounting height) are supported by manufacturer test evidence - the integrator uses these data during EC verification of the subsystem.
