UN Regulation No. 10 - EMC of road vehicles and their electrical/electronic subassemblies (ESA); type approval with the E mark.
The Regulation concerns electromagnetic compatibility of vehicles of categories L, M, N and O (paragraph 1.1; categories according to the Consolidated Resolution on the Construction of Vehicles, R.E.3) and components and separate technical units intended for installation in those vehicles (paragraph 1.2).
It covers immunity to radiated and conducted disturbances for functions related to direct vehicle control, protection of the driver, passengers and other road users, data buses and statutory data, limitation of unwanted radiated and conducted emissions, and additional requirements for vehicles with a REESS charging system coupled to the power grid (paragraphs 1.3 and 2.12).
An electrical/electronic subassembly (ESA, paragraph 2.8) is an electrical/electronic device or set of devices intended to be part of a vehicle, together with associated electrical connections and wiring, that performs one or more specialized functions.
The Regulation does not cover rail vehicles; railway rolling stock is subject to EMC requirements through Directive (EU) 2016/797 and the TSIs.
ESA type approval under R10 means that the component (power supply, converter, controller, display) passed the emission and immunity tests in Annexes 7–10 under the laboratory conditions specified in the Regulation, and that an approval authority of a Contracting Party issued a certificate and approval number; the manufacturer affixes an approval mark to each ESA conforming to the approved type (paragraphs 5.2.2 and 5.3): the letter E in a circle with the country number, followed by the Regulation and approval number.
An R10 E mark is not a declaration of conformity with Directive 2014/30/EU or EN 50121 and does not demonstrate suitability of the component for railway rolling stock; for buses (category M), however, it allows an immunity-related ESA to be installed without repeating vehicle type approval.
The procedure is type approval by the approval authority of a Contracting Party to the 1958 Agreement, with tests performed by an authorized technical service; the applicant is the vehicle manufacturer (vehicle part) or the ESA manufacturer (subassembly part), subject to the limitation in paragraph 3.2.1. Test methods are specified in the Annexes: 4 - vehicle radiated broadband emissions, 5 - vehicle radiated narrowband emissions, 6 - vehicle immunity to electromagnetic radiation, 7 - ESA broadband emissions, 8 - ESA narrowband emissions, 9 - ESA immunity to radiation, 10 - ESA transient immunity and transient emissions; paragraph 6 assigns requirements to the Annexes.
The Regulation references CISPR 12, CISPR 25, ISO 7637, ISO 11451, ISO 11452 and IEC 61000-3-2, 61000-3-3, 61000-3-11, 61000-3-12, 61000-4-x and 61000-6-3 standards (the latter group for grid-charging mode). Type approvals are mutually recognized among Contracting Parties; in the EU, R10 approval is required as part of vehicle type approval.
Check the amendment-series number (06 or 07) on the type-approval certificate, the scope of immunity-related functions tested and the classes/levels in Annexes 7–10, and whether the approval covers the ESA as a component (Part II) or only the vehicle; for railway installation, treat the R10 document as supporting information only, with no evidential effect for EN 50121.
