NEBS - environmental requirements and seismic testing (Zones 0–4) for telecommunications equipment and cabinets.
NEBS describes the environment of a typical Central Office of US RBOC operators and is the most widely used set of safety, spatial and environmental guidelines for telecommunications equipment in the USA.
GR-63-CORE specifies minimum spatial and environmental criteria: temperature and humidity, fire resistance, spatial and vibration criteria (including seismic), airborne contaminants, noise and lighting. GR-1089-CORE specifies electromagnetic compatibility and electrical safety.
SR-3580 divides NEBS criteria into three functional levels (I, II, III).
A “NEBS Level 3” declaration means the product meets GR-63-CORE and GR-1089-CORE requirements confirmed by testing at an independent laboratory, usually commissioned by the manufacturer and according to a specific operator’s requirements. NEBS compliance is a contractual operator requirement and depends on which criteria a given operator has adopted; Telcordia notes that operators may choose not to adopt them.
There is no single NEBS certificate or mark; evidence is the laboratory test report.
GR-63-CORE testing includes a normal operating range of 5–40 °C at 5–85% RH, short-term range (up to 96 h) of −5…+50 °C at 5–90% RH (max. 0.024 kg water/kg dry air), operation with fan failure from −5…+40 °C, frame- and shelf-level fire tests, Zone 4 seismic testing on a three-axis vibration table with the VERTEQII waveform (frame integrity, anchorage, functional check after test), office and transport vibration, and acoustic measurements to ISO 7779 / ISO 3741. Under SR-3580: Level 1 addresses personnel and equipment safety (used for prototypes), Level 2 operation in a controlled environment (rarely used), and Level 3 requires full compliance with GR-63-CORE and GR-1089-CORE, including fire resistance, thermal margin, seismic vibration resistance, airflow, acoustic limits and partial-operation requirements.
Testing is performed by independent accredited laboratories; the result is a report, with no product mark.
Check which level (1/2/3) and which editions of GR-63-CORE / GR-1089-CORE the declaration covers, and ask the manufacturer for the test report with the laboratory name; there is no public NEBS certificate database.
