What the standard covers

Parts 4-x of the IEC 61000 series are basic EMC publications: they describe the disturbance waveform, range of test levels, equipment, test setup and immunity-test procedure (4-2 electrostatic discharge, 4-4 electrical fast transients, 4-5 surge).

IEC 61000-4-2 explicitly states that the document does not specify tests for particular equipment - selection of tests and severity level belongs to product committees (product and generic 61000-6-x standards). A statement “compliant with IEC 61000-4-x” therefore identifies a test method and requires the level (e.g. 4 kV contact) and the standard that requires it.

What this means for selection

A test level according to IEC 61000-4-x stated in the datasheet allows the component’s immunity to be compared with the requirements of the product EMC standard (for rolling stock EN 50121-3-2, for trackside equipment EN 50121-4); a list of methods without levels does not demonstrate compliance with railway requirements.
